Is your card overclocked?

Most of the time, web browsing issues can be solved by installing MSI afterburner and disabling ULPS and powerplay.

Let me know if you need detailed instructions.

How do I do I do that

Install MSI afterburner. Once you open it, go into settings, ULPS will be on the bottom. Check the box to disable it and restart.

I have the exact same issues w/ my 7950. Pulled the other 7950 as I'm pretty sure it's bad as system will sometime hardlock or crash w/ it in(single or on crossfireX), whereas this one only does the black speckle thing.
