GPU artifacts question

This is going to be a dumb question, so be ready.

Anyways, I just bought a new computer, but decided to use my old computers GPU, PSU, and SDD. When I was installing windows I noticed red artifacts on the screen. My previous computer had multiple issues and that's one of the reasons I re-built earlier than normal. Since I didn't download my GPU's drivers yet, would that basically mean my PSU is at fault?

Your PSU to more than enough for the system, so to me it sounds like your GPU is going out.

Yeah, I still have the same lagging issues in games that I had before. It's pretty obvious now that the GPU is dying. I guess more than my processor was faulty.
