This isn't like the current-gen where we had very dissimilar hardware, operating systems, and so on for every console. By far, the PS3 was far more complicated to develop games for then the XBOX 360, but now we got similar hardware on both consoles -- with the PS4 just being more powerful and easier to develop for. So there is no real excuse for companies to not take advantage of the PS4's hardware, unless you are just developing a low-end or indie-like game (i.e. Starbound, Terraria, Minecraft, etc.).
