Well I just tried that... NOPE confirmed.... even you set to zero percent, Fan still running at minimun.... 25% of max Fan RPM/......

I can set mine to zero as well, but it spins as fast as it does on 30% (I just listened to it, so it might be lower than 30%, but this fan has pretty distinct audio levels [30 sounds less whiny than 35, 40 than 45 and so on]).

But I doubt OP can set to zero rpm as fan has a minimum RPM as long as there is a voltage input. He could try of course what I suggested using tool. I use that tool to edit the minimum core speed without touching the fan and thats far the easiest tool i can find to edit vbios.
