That is what I was fearing.
The problem is, being commander isn't 24/7 action - or more importantly, it shouldn't. You won't be able to give commands/do stuff ALL the time. Things have cooldowns (arty, supplies, etc.), and squads take time to capture things. Let's say you're playing Rush/Conquest Assault, and you're commander. You give all the squads orders to move up/attack certain positions, blow your arty giving cover, and drop supplies in high-action areas. Now what?
In older BF games, you could play objectively. From a high-up position, it's really hard to judge momentum accurately. On the field, it's very, very easy. You can tell when their lines are about to break, and call in arty at just the right time. Maybe you even know where their snipers are, and can counter-snipe because you called in a UAV.
This just sounds bad, and it follows the general "dumbing down" of the series. Players regen HP, making medics less required. Vehicles do the same, making engineers less demanded than before. Everything is in hopes of being more "streamlined". Meh.
I'm still going to give it a shot, but every time I hear something new about BF4, its always a disappointment of some sort.
Also, I'm guessing they haven't fixed the client-side hit-reg, either.
