Your CPU after OC is throthling becouse of reaching TDP limt. Turn off APM in MB bios it will however disable your turbo if your MB is with UEFI try turning on HPC

I don't know about LoL but Tera is so badly optimized specially for AMD processors no matter if you have 5ghz your fps will drop from 50 to 15 while doing massive pvp or Nexus and this is with a 7970 or better, there's some tweaks you could do for Tera but it wont improve FPS much.

Your system is fine for any game, the game is the problem.

I ended up ditching my AMD rig for an Intel rig when I played Tera,just so I could get playable FPS.

VRM aka power phases 8+2, 6+2 4+1 and so on. 970 chipsets are very few to rare for good enough power phases. 990 chipsets for the most part can handle OC of 8 core AMD chips. If you have a 970 then a lot of negative outcomes while OCing are likely: Throttling, over heating, degrading of the chip, lower life for the mobo, possible fire (which has actually happened). PCI-e lanes are not exclusive to higher chipsets just more likely to have more.

That's symptomatic of mobo manufacturers skimping out on decent power phases and VRM cooling in some instances, NOT an inherent flaw with the 970 chipset. After all, it is in actuality the same chipset as 990, only without multiple full speed PCI-E lanes.

Yes it is known. In order go make info fly faster you need to increase both ht & nb speed. Say ht should be like 2400 mhz and nb like 2800 mhz. You may need to sli g htly boost voltage on those in the bios.
