Motherboard+CPU(400$ max)

Thread Starter 
A friend of mine asked me to shop a motherboard and a CPU for him. He'd rather go Intel for the CPU and Asus/Gigabyte for the motherboard. What would be the best combination at this price?

Ideally, he'd want to spend 325-350$ but providing he can get something much better for a little more, he wouldn't mind shelling some extra money.

Edit: Current system

EVGA Supernova 750W+(Yes, I know it is not top quality)
HIS HD Radeon 7850 2GB
Asus P5QL
Intel Core Duo E8400 3.0GHZ
4GB Kingston DDR2(Has 4GB Kingston DDR3 but is not compatible with current mobo)

Suggestions?

If he isn't concerned with overclocking he can get both on the cheap. Under $300 for sure. Does he live with in a decent driving distance to a Microcenter?

I'm not unless it can make a massive difference. I was looking at the Intel Core i5-4570 for 199$ and the Asus B85 Plus LGA Socket 1150 for 99$. They combine for around 300$ and seem like the best bang-for-your-buck combo out there.
