I have some of the 35X heatsinks and 80x15mm fans (ranging from the Noiseblocker silent one to a Delta 7600rpm >55cfm one), and I found that I don't need them. Simply having decent airflow around the pumps keeps them under 95F at all times, and I also have my fan curve set in BIOS to not run full blast until CPU hits 58C, which is about never.
Despite my pumps being hard mounted (Bay res with a 90deg rotary adapter + male-male rotary coupler to which pumps mounted), I get no vibration or chassis noise from the pumps. Even with the fans turned as low as possible, I can't hear them.

I imagine once I have the RIVE block + universal RAM blocks + 2nd 670 block in, that I won't be able to crank out over 2GPM at a whim anymore, but I also know that a single D5 would not provide nearly the flow of the 35X/2 in such a loop.

By your experience, in that way my system is showed at the picture, how much % a MCP 35x would run at full load?

You would have to set such values manually. You use software to set how powerful you want your fans to run at what CPU temp, etc. and being that this is a PWM pump, same concept goes though a lot of people have their pump increase with the liquid temp instead of the CPU temp.

Keep in mind, the MCP35x reaches 4500RPM(it's max speed) at 60% PWM, so it's speed ranges from 0% (1200RPM) to 60% (4500RPM) anything above 60% will have absolutely no change to it's performance.

You want the pump directly related to the CPU temperature not to the water temperature. You want the fans linked to the water temperature. You would need a fan controller or motherboard that has external temp probes that you can connect an inline temp probe to. Like the aquaero or the corsair link or any of the high end ASUS boards that have the temp probe spots on the motherboard.

Well Givemedew already explained it but yeah, high end motherboards usually have 4 pin fan connectors, with two pins running perpendicular to the fan port. Those two pins are for temp probes.(So six pins all clustered together.)
Here's a pic, kinda low res but it gets the point across:

He says to use the pump based on CPU temps, so that might be a wise choice. I've always controlled pumps manually, so his opinion is probably worth more than mine on this matter.
