Why are next-gen consoles struggling to run games @ 1080p?

So, lately i've noticed several game companies announcing on twitter that various games on the Xbox One and PS4 are going to be running resolutions below 1080p native. For example, Battlefield 4 was announced to be running at 720P upscaled to 1080P, and Ryse will be running at 900P upscaled to 1080P. Now naturally this both disappoints me but more importantly it confuses me. It confuses me because I currently run a system based on the A10-5800K (384 shader cores), 8GB of DDR3, a 500GB HDD, ect and I am able to play my whole steam library in 1080P @ 30FPS no problem. In fact, I can even manage to play GPU intensive games such as Crysis 3 @ 1080p on low settings without issue.

So why aren't Microsoft and Sony developers able to pull off 1080P @ 60FPS on nearly all their games with an extra 384-768 shader cores?

Maybe because they aren't obsessed with 1080p at 60 FPS like PC gamers are.

What's better to the general public, this or 720p scaled to 1080p at medium/high settings? I'm sure it's all a balancing act from developers.

You don't play game with high settings.

Next gen console will use a mixture of medium-high-ultra presets so they have to balance it.

If they want Eye candy, FPS will drop, thus 30 FPS is what will be comon for next gen titles.

On most TV's it won't matter.
