Unable to find solid answers =-/ (7950 CO questions)

Hey guys,

First time poster but I have read a LOT of the guides and threads here. Now I have looked everywhere for some answers but just can't seem to find what I'm looking for.

So I have a HiS IceQ Boost 7950 that is currently OCed to 1100/1400 on stock voltage with +20% power. I also recently got an 8320 that is OCed to 4.2ghz on stock everything with all power saving and CnQ stuff from default enabled. I have stress tested both in OCCT and have come up with 0 errors. Now here are my questions. When playing Far Cry 3, I'll get 40-50fps (everything maxed, 1920x1080, and vsync on) pretty much everywhere with a gpu usage of only 50-60% but when I look towards the ocean my gpu usage goes to 99% and I get 60 fps. So why am I not getting full usage out of my card ALL the time and not just when I'm looking at the ocean and what not? Shouldn't I be able to get full usage and fps anywhere in the game? I also have the same issue in BioShock Infinite with it dropping to 30fps and then going back up to 70-80. My other question is would this be considered a bad overclock on one of my parts? I've tried returning my GPU to stock and I get the same issues so I don't really think it's that. I just don't understand why im getting lower fps in games when my card isn't being fully utilized =-/ Thanks in advance!

I would try to overclock a bit more my CPU and see if it helps.

Do you really think my CPU isn't a high enough clock at 4.2? I don't think it is bottlenecking but I could be wrong.

When you use task manager to check the cpu usage, what does it say? Just open it play the game and then windows out to check or leave it open on another screen if you have one.

I've got riva running when I'm in game to monitor CPU, GPU usage, GPU voltage, and my temps and clocks. Normally my CPU is between 40 and 70% on the cores so no bottleneck. An update though in case anyone has this issue. Basically the boost versions of these cards will throttle trying to boast when you're over clocked. So I flashed a modified bios onto the gpu and now most games I'm getting steady frames with 95-99% usage :-) far cry 3 still only uses about 75-80 but I just think it's not optimized properly.
