You never know who has used an OEM code before you got it. Software crackers may have stumbled upon your code and posted it as well. Who knows with Microsoft. I used to be a format junkie and sometimes I had to call and for several formats nothing. The licensing is tied to your motherboard and CPU s/n combination

Technically the new laptop is a new machine and the licensing is not transferable so you would need to buy a new copy of the OS. From what I was told by the online customer service even a motherboard or CPU swap is considered a new machine and therefore subject to new licensing.
