Double check all your connections.

Make sure the following are plugged in:
24-pin motherboard power
8-pin CPU power
6/8-pin GPU power
CPU Fan (into the CPU_FAN header on your motherboard)

If all these are good, pull the motherboard out of the case and build the bare-essentials on a piece of cardboard to make sure nothing is shorting out on your case.

As atminside said, check the CPU-FAN connection, make sure that it's correctly seated.

Make sure that your CPU fan spins when you hit the power button.

Was the old CPU fan tight on the CPU? There was a similar issue the other day, where a corner of the CPU was slightly pulled out of the socket and the pressure of the new cooler didn't pop it back in.

I would say to take the CPU out and re-install it. (power off and Motherboard discharged and all that too)
