I have 2 HIS Radeon 7970 GHz Edition in CF but...sometime 2nd card not working properly

Hey, i have two of them card in cossfire.. and the latest driver (13.9). The problem is sometime my 2nd gpu shows 0 C deg temp and no activity at all.. like workloads and such.. nothing. I have CF enabled in CCC, already reseated the gpus, already switch em from 1 to 2nd slot and 2 to 1st slot... still same. As of now, the 2nd gpu is working properly now showing normal temp of 30 C deg temp and normal fan speed.. is it weird or what?

Another infos just in case to help this solve the checklist...
- I have 1300Watt psu (rosewill lightning Gold)
- gpu gadget monitor i used is GPU Observer 3.7 by Orbmu2k (works for ati and nvida as well)
- i already have GPU-Z as well.. (sometime the 2nd gpu shows 34 bits when it not working properly instead of 384 bits as it should)

Any suggestion to this? Is it just purely base on the driver? I have an old 2 HIS Radeon 6950 IceQ X Turbo 2 GB here as well.. it don't happen to them at all once and with older driver like 13.4 i think?, it started acted weird only when i bought these cards and the recent driver update as well.. ..

Do you have ULPS disabled?

It causes the 2cnd card to go in to a sleep state, and sometimes temps / clocks are not reported. It can be disabled in msi afterburner
