If Maxwell is on the 28nm node it won't be anything serius just a minor improvement over kepler if it is on 20nm it'll be substensial.

It is absolutely pointless (for the next NVIDIA design or any kind) to be 28nm. NVIDIA has its huge die, and AMD only now followed. There is no reason to make the same again or to go even further (it is already very high cost at TSMC), and if they need a lower price they will probably just release a "Ti" series, and it is already rumored they may do.
