low FPS with a 780 lightning

I recently upgraded my entire rig to a Crosshair Z and a 780 lighting and new case etc etc i just kept my HDD, and now i play games like Tera or firefall all i can get is 45 max FPS and my card shows a light load highest i seen is 57% and on the lighting they have leds to tell you the load and it never leaves green (blue medium load and red heavy) i have ran benchmarks and had it clocked up to 1296/1606 so i know the leds work and as far as benching it works or well i think it works. my question is why is tera etc running such low frame rates ? i have seen 20 fps with it at times. could it be tera is located on a secondary HDD and i never ( or i don't know how to ) moved it to my new primary HDD?

mmos are generally cpu bound, not gpu.

yeah that sounds about right really, on my 8350 rig i see significantly lower fps in mmo's than my 4770k, both with the same exact titan in them.

Try moving your CPU to 3.5ghz and see what it does to GPU usage
