New Build - CPU+Mobo

Hello.

Looking into a new CPU+Mobo build.

Overall requirements: CPU OC+delid. Minimum 16GB Ram. Minimum quad-core.
Expectation: Reach 4.8ghz, at least 4.6. 3yr to 5yr service life.

Considering(new/used) two options:

1)option:
Mobo size preference: 1st Mini ITX, 2nd Micro Atx.
CPU: Either IB or Haswell. Leaning toward 4770k.
Cooler: Leaning toward Kraken X60.

Questions:
Which mini/micro mobo supports decent overclock at cheapest price?
Is OC Haswell delidled better than OC IB delidled?
Will Z87 support new Haswell refresh and will it have new 6/8cores? LGA2011 and LGA1055 are dead correct?

2)option:
Same as above plus regular PCI slot.

New Build will include current GTX480 and Xonar ST. Next planned upgrade may be GPU in 12/18 months. Moving from a Q6600@3.2/EX38.

I may consider 4670k if it's substantially cheaper. PSU will be a new one. No ATX mobos, it will be installed inside a pelican case.

After some research I have excluded LGA1155. Because their VRM is outside the CPU, OC is too dependent on the mobo. That's a very nice thing LGA1150 has.

Without PCI it comes down to 2 mini-itx LGA1150.

Any cons on these boards? Are they good value?

I really expected to get a 6/8 core after 4 years with Q6600 but price isn't quite right yet. I havent looked at AMD. Can an OCd AMD compete against 4.6ghz Haswell in IPC?

Yes. One GPU only. 550W would be fine. For PSU I would be looking at small sizes ones which I can disassemble. Do you recommend any?

Regarding the mobos. There a lot of complaints for GA-Z87M-D3H and others about BSOD/memory issues.

For Haswell, I have used a Z87X-D3H with a i7 4770K (but I haven't overclocked it tho) it ran smooth with all the latest drivers.
