Constant high pitch squealing noise coming from motherboard + computer fails to boot

Hey guys I'm trying to troubleshoot an issue that my parent's desktop is having.

The motherboard emits a constant high pitch squealing noise which worsens when I hit the power button in attempt to boot the system. I think I've ascertained that the MOBO is the problem because when I disconnect the power from it the noise immediately stops.

Even when the PC itself is unplugged from power, the MOBO still squeals when it is connected to the PSU.

The computer is a Gateway DX4300-11. Apparently they don't even disclose the model of the MOBO (Probably some cheap garbage) but the chipset is AMD 780G.

Do you guys think it's a lost cause? If it's completely failed is it even worth trying to replace the MOBO or should they just get a new PC?

I'd just replace the board with a used board or refurbished from eBay for cheap if they don't need anything more powerful than they already have.

I would say that it is probable coil whine. Did it happen before and did it increase when the load on the computer increased? But that does not explain why the computer fails to boot. It might be that and something else.

Never really noticed it before. I think I might just go ahead and replace the motherboard.

You could always get a new PSU. Usually PSU's that come from pre-built computers don't last very long because manufacturers expect people to just go out and buy a whole new pre-built to upgrade.

Probably set you back about $60 and is highly recommended in the PSU section Rosewill Capstone 450W.
