3930K clock speed throttling to 4493 (35 ratio) regardless of cpu ratio

I am having a bit of an issue with my 3930K. Despite setting its clock speed to 4878 (38 ratio) via the bios, it seems to never exceed a clock of 4621 while under light load, and it drops to 4493 when fully loading the cpu (all cores at max). I highly doubt that it is a voltage issue, as that would normally simply crash the machine rather than display this odd behavior. My processor did not display this odd behavior in the past and I do not have a good idea of what triggered it.

Try disabling all C states except C1E and turn speedstep off.

Still throttling, at the exact same ratio. I did some tests as well and it appears I can raise the clock a teeny bit with the BCLK, and I can also put it below 35 ratio, but it seems to simply not acknowledge any ratio settings above 35.

*edit* I have also tried forcing my OS to use the clock at 100% at all times. It will go to the correct ratio when not loaded, but drop back down to 35 the moment I load the processors.

I am still having this problem. It is worth noting that I did use Asus AI Suite II to get baseline settings before manually tweaking them up. It changed the BCLK strap to 125... I actually experimented with a normal BCLK of 100 and it *would* go higher than 4493 in that scenario, but similar clocks would require more voltage. Could the motherboard just be maxing its TDP?
