2600K won't stay at full clock speed at 100% load.

Ok guys I'm having a problem here, and that is I can't get any program/software to run my cpu at 100% load at the clock speed that I set my 2600K at. I used 8 threads for all the programs I tested, cpu temp is only loading around 62c across the cores on my cpu cooler so its not throttling due to temp. Right now I currently have the multiplyer set to 42 (4.2Ghz) in the bios for my 2600K, I can't disable turbo boost cause its required on evga boards for overclocking. Also EIST and C1E are disabled and it still throttles.

intel burn test won't go higher then 3.5Ghz at 100% load.

Prime 95 won't go higher then 3.7Ghz at 100% load

folding @ home won't go higher then 4.0Ghz at 100% load

any suggestions how to fix this? I'm trying to figure out whats causing the cpu to throttle down, I need the clock speed to be at full at 100% load so I can test and make sure cpu is stable at each cpu clock speed I test as I bump the multiplyer each time and tweak the voltage as needed.

Check windows power saving options. Make sure min processor state is 100%, and so is maximum.

Try updating bios.

Also try entering these in your command prompt, replacing the (0-100) with the value you want.

powercfg -setacvalueindex SCHEME_BALANCED SUB_PROCESSOR PROCTHROTTLEMIN (0-100)

Bios is already the latest, I will try that power cfg config and see what happens.

Did you flash the bios while overclocked? if so set to defaults and do it again. Then you need to look for the TDP limits in the bios and increase those.

no I was at default clocks when I updated the bios, I didn't even have windows installed yet or anything overclocked either at the time

also how can it be a TDP limit if different programs are locked to different clocks? intel burn goes to 3.5Ghz, prime goes to 3.7Ghz, folding@home goes to 4Ghz

Try setting all of your turbo core ratios to 42 and see if that forces it to the speed you set.
