It's probably to fight phone theft.

I used mine a lot in South America, with a Movistar SIM in Colombia, another in Brazil etc... I was hoping my upgrade to the S4 was going to work on a Chilean SIM next year :s

the clarification is almost just as bad.

so you need to spend precious traveling time to visit a samsung store to unlock it as samsung said it "may" automatically unlock and beyond that it is a form of carrier lock within your region.

say if you are traveling within europe then you are bound to have multiple carriers but phones is locked to only 1 carrier if you bought a euro region phone

not only that it would restrict resale of your older devices as your potential buyers may not even be on the same carrier as you are
