I see you've put down an i5, would having a 4th gen Haswell i7 4770k be overkill? At the same time, what sort of difference would i expect to see by getting a 4th gen i5 (which is actually the same price lol)

Going with a Haswell build will probably add maybe $20 or so dollars to your total. Going with a 4770k will add at least $100 more dollars to your total. So you won't be in your budget of 400 max anymore with a 4770k. Might be at or slightly above your budget with a 4670k and an 1150 motherboard. Differences between Ivy and Haswell are pretty negligible. Only benefit is you're on a new socket, which allows you to upgrade to whatever other CPU they will release on socket 1150. Which will probably only be one, and will be a refresh of Haswell before they scrap the chipset entirely for a new one. So technically, doesn't make a difference.
