Oh well, at least recons have the laser designator which is leagues more usable and mobile than Soflam. Yeah, take that heli pilots -_-
I would say it more than likely has to do with user complaints especially by those who pilot most of the time. Its high damage and ability to lock-on (although it did require teamwork to do so) could make it very hard for choppers to be effective at all and it would be even worse for them in more open maps that don't have buildings for the choppers to dive around.
Although from what I played of the beta, it wasn't that big of an issue, but at the same time, Siege of Shanghai isn't a very open map as far as airspace goes and it was easy for choppers to dive around tall buildings. I could see it being a much bigger problem in the more open maps.
Oh, and I'm sure it didn't help that pilots weren't warned of incoming RPG shots. I'm not sure if it was a bug or a feature, but I'm sure that made people frustrated and simply complain about the lock-on RPGs themselves and not the issue of not being warned.
