Is there an official or third party FPS limiter for AMD cards?

I am considering a switch back from Nvidia to AMD after the release of the R9-290/280 series for the 3GB VRAM and GCN and future potential of Mantle.

Before my GTX 670, I had been using AMD/ATI cards since the AGP era. One of the reasons that prompted my switch to Nvidia was the driver features and profiles, specifically the ability to limit the frame rate via third party software like NvidiaInspector (a big concern for running a few older titles because Vsync causes bad input lag). I never had much luck with setting application profiles on my previous HD6950, it was not as easy and had less options than Nvidia's application profiles.

Has AMD improved its application profile settings and have they introduced a frame rate limiter in their latest drivers/control panel? And if not, are there any third party utilities for AMD cards that allow you to limit the frame rate in 3d applications?

There is a program called RadeonPro, which does this and more besides.

Dxtory can do it, even on the free version. On-Screen display can also do it, but dxtory works better because it works with all games
