That is not how physics work. Two cards sharing the same heatsink does not make them create any more or less heat. The power pumped through the card gets turned into waste heat, and the same amount is made regardless of the cooling solution.

Honestly it's more over which brand you prefer but for the money the 7990 makes more sense especially if you have a card like this I'd expect you to be using more then 2GB, even if you don't now you will eventually. The downside is more power and the cooler blowing hot air into the case, but you can replace the cooler and probably watercool the card for the same price as a single 690 would be. Plus you get the free games. Going with the 7990 is a win-win situation to me, but the 690 looks so nice and generally (but not always) nVidia drivers tend to be a bit better and earlier releases and less power + less heat in that case which can be an issue with Dual-GPU cards.
buying a GTX 690 now for USD 1000 is not a good idea. you might want to wait and see how the R9 290X performs. a voltage overclocked R9 290X will get quite close to a single GTX 690 or HD 7990. but the R9 290X will also provide the consistency and smoothness of a single GPU which no multi GPU solution can match.
how is this even an argument? The 7990 has 1gb more vram (bf4 uses over 2gb of vram btw, sorry 690), performs better, and costs $400 less. Seems pretty obvious...
