GPU Usage/clocks fluctuating during Furmark

Whenever I run furmark, my GPU usage, core, and memory clocks fluctuate.

Is this normal?

Furmark is bad, dont use it - all it does is heat up the core.

If you use other benchmarks or play games and you still see it throttling, make sure the Power Limit is +20%. If its still throttling - give it more juice. Just make sure Temps/Voltage are within spec.

It doesn't happen during gaming.

Also my card is voltage locked. And power limit is at 20.

If its throttling in games and your voltage is locked - then lower your overclock, pretty much all you can do.
