Ok, lets follow simple logic here; phone is connected trough usb3 port to your computer so you have iPhone=>cable=>USB3 port=>USB3 driver/software=>Apple Mobile Device Support driver/software=>iTunes or whatever app you use. So you have to troubleshoot every thing on this chain. If you reinstalled iTunes this means you installed Apple Mobile Device Support which are all the needed drivers for all Apple devices. Check if your cable works on another PC. Try reinstalling USB3 drivers for your laptop, do not use ones in Windows 8. Another thing you can do is to check if the USB port works correctly with another hardware like USB flash drive for example - this will determine if there is a hardware problem with USB. If all of this does not help then the only treinstall Windows.
