If you tried flipping the BIOS switch both ways (left / right) and it doesnt POST in either. Then its probably a dead card. I know only the Lightning brand 7970s have 0 dual link dvi outs. But i think i may have lead you the wrong way - you have a 23" monitor, dual link should not be a concern for you now.

No problem jerr thanks for helping me. I'm going to get my money back later if the seller can't get it to work. Maybe I should wait for the HD 7970 to drop below 200 CAD mark and get myself one instead.
