now another possibly stupid question here.... when I am looking at gpuz my vddc is @ 1.201v on desktop but when I start to play any games or benchmark it drops to 1.14v-1.16v is that normal or have I done something wrong... I have a powercolor 280x 1150/1600... any thoughts would help.... I feel like I'm running in circles..

Its normal, it's like adaptive voltage, the voltage will fluctuate according to how much the card needs. The 1.2v you see is the baseline set in bios.

Put it under load and see what it boosts to.
