I know the XFX 280X DD has unlocked voltage (according to Fudzilla).

Gigabyte 280X is locked

Sapphire 280X Toxic is unlocked

ASUS 280X Matrix is unlocked

Both the Gigabyte and XFX have Elpida memory chips which do not seem good for OC'ing. However, the ASUS Matrix has a good brand of memory for OC'ing.

I'm not sure about the other cards.

Based on other posts I believe the Gigabyte WindForce 3 280X and ASUS 280X Matrix are unlocked but the Sapphire 280X Toxic is not.

According to these guys the HIS uses Hynix memory, which is the good kind, and seems to be voltage unlocked.
Quote:
The memory consists of 3 GB GDDR5 SDRAM sitting on a 384 Bit bus width. Hynix H5GQ2H24AFR-ROC is used for the memory modules, which usually overclock quite nicely. These particular memory chips are rated for 1.5 V and 6.0 Gb/s speed, and that’s exactly what they are set to. We’ll see how far we can take them later in the review.

The HIS R9 280X iPower IceQ X2 Turbo is the flagship R9 series for HIS at the present time. It’s factory overclocked and promises voltage control via their iTurbo software.

Source.

Thanks, I'll update my post.

Yes HIS Radeon R9-280X IceQ X2 Turbo has unlocked voltage:
"Next I like to know what the voltage and clock limits are, so I fired up the HIS iTurbo overclocking utility. I was able to adjust the vCore (1218mV~1337mV) and mCore (1500mV~1575mV) voltages as well as a board power limit pecentage slider (for an extra 20%) thanks to the excellent power management capabilities of this aftermarket design. Clock speeds were adjustable far beyond the speeds I managed to overclock to."

According to another user the Vapor X is unlocked too

From my previous post.

My Toxic is unlocked and uses Hynix memory. Running Firestrike and Valley at 1800 (7200 Effective) speeds on memory. Toxic is using top shelf memory. wink.gif

I tried to but they said it's already on it, even though it's not. Maybe it thinks the 7970 version is the same thing.

I just hope it doesn't turn out to be a card from hell like my current one, which is hot and loud no matter what.

I'm talking of course about the HIS 280X IceQ X² Turbo. Turns out if you sell your card cheap enough I'll forgive any sort of superficial flaws. It should get here sometime early next week, maybe even this week. In any case, I should be good for BF4.

Uh, so ugly though.

It is ugly but it's quiet, good cooling and voltage unlocked. The rest just depends on your chip luck.
