I'm not saying that it's bad choice ..... if you are happy with it, and it's doing it's job, there's certainly nothing wrong with it then. To my mind though, if it can't cool better than air and be quieter than air, I don't see a reason to put liquid inside a PC.....that's just my approach. But many peeps do it just to get weight off their MoBo or they don't like the look which is certainly just as sound as any other reason...... Great case, the 500R BTW, each build I use it in I like it more.

But the quote above is not my opinion, it's the conclusion of the referenced article's author as the result of his testing on dozens of coolers. It's also the prevalent opinion in most of the reviews you will find online. I don't see where you and he are in disagreement. If the fans are spinning to the point where it can finally eek past the better air coolers (Phanteks, Silver Arrow, DH-14) , ya sound pressure level is approaching vacuum cleaner range

Here's the test results (does not include any non stock fans or special / unique TIMs results from the test) :

Phanteks PH-TC14-PE with the (2) NF-P14 stock fans and same paste as all other coolers - 51.0 C
Corsair H100 w/ 2 stock fans @ 2600 rpm and same paste as all other coolers - 52.5C
Corsair H100 w/ 2 stock fans @ 2000 rpm and same paste as all other coolers - 54.5C
Corsair H100 w/ 2 stock fans @ 1300 rpm and same paste as all other coolers - 57.25C

I don't know what Cougar fans you are using .... but yes, you can reduce the noise.... but with that reduction also comes a reduction in thermal performance as is shown in the results above. Try and maximize performance by going up to 2600 rpm w/ high SP fans .... and it sounds like this:

http://martinsliquidlab.org/2013/03/12/swiftech-h220-vs-corsair-h100i-noise-testing/
hits 50% CPU load at 1 minute mark and at 55% I'd have to leave the room.

So if ya getting good enough thermal performance, and ya can run at low enough rpms to keep the sound from being obtrusive, that's a wonderful thing....all ya goals have been met. But if ya goal is to beat the big 3 air coolers, at the required rpms, it's going to be noisy.
