The tape trick works because it's like this:
(1) The sensor is looking straight down onto the surface.
(2) There is a light illuminating that spot. That light is shining from the side, not straight down like the sensor.
(3) When you lift the mouse from the surface, the sensor still looks straight down. Because the light shines from the side, the illuminated spot moves away.
(4) The sensor stops tracking if the distance to the surface is getting so large that the illuminated spot moved away completely.
The tape trick cuts off a part of the light, making the illuminated spot smaller. Because of this, it will stop illuminating the area under the sensor earlier than normal, creating a lower lift-off-distance.
