Typical PPC, they are a garbage company that treats their customers like garbage. I have a sad, horrible, and laughable, story with dealing with them myself!
Pretty much the same deal, bought a part, it was dead out of the box, they refused to honor an RMA/Return, even though I contacted them the day after getting the item. They started name calling, it was hilarious, and then got really pissed when I linked their own website with their own return policy showing they need to honor it. Then tried to say I never contacted them, until I offered to show them the phone record of making the call and speaking with them for several minutes.
In the end they refused to honor their own policy, so I just did a charge back and got my money. PPC then followed with another laughable e-mail showing their complete lack of customer care and responsibility.
I still go back every now and again and read the e-mails for a laugh.

I have to say that's definitely not been my experience with them. A recent order of mine from FrozenCPU included two XSPC Razor GPU waterblocks, and one of them didn't include the sleeved 'molex to 2 leds' that is supposed to come with it (the box was sealed so seemed to be xspc's fault). I made a phone call, they jumped right on it and within minutes I had a priority mail tracking notification, and two days later I had the missing part in my hand. Have to say I was very impressed. Then again, if that was impressive customer service from Frozen, which it was, PPCs has thus far managed to get all my orders right in the first place so I've never had to deal with any issues with something missing like that. I'm just sayin'.
Yea, I had an order from Frozen CPU ship late because they didn't like the condition of the factory sealed box. So they broke the seal and pulled the res out, and found it had a crack in it. They shot me an e-mail detailing the issue, apologized, upgraded me to next day shipping, and ordered a replacement from factory. I ended up getting the good unit a day earlier than the original was supposed to arrive.
Another issue Frozen handled for me was with an XSPC water block for an AMD CPU. XSPC had incorrectly drilled the holes on it, so the mounting brackets didn't match. I called Frozen, and they 3-way called XSPC and had them direct ship a new plate to me overnight.
