First time liquid cooling questions.

I see that everyone says you should always go with intakes for rads but how much is the difference between using a rad as intake vs exhaust?

I plan on running with a universal GPU cooler and I realize that this means I will need to set up a way to cool the VRAM. I know I will have to put heatsinks on them but how much air flow is needed for this? I'm not sure how someone would mesure air flow but I guess what I'm asking is will it need a fan dedicated for it or is standered case airflow good enough for this?

Your question is ambiguous.....
Rads can be intake or exhaust and fans can be push or pull.
Which is it you're asking about? Rads or fans, or both?

The difference between intake and exhaust will depend on your set up. Assuming your CPU and GPU are both underwater, you're not going to be producing a large amount of heat inside the chassis. As long as you have decent air flow through the case, the inside temp should be pretty close to ambient. The difference between intake and exhaust in that scenario would be less than 1c.

Regarding your GPU cooling, it really depends how high you plan to overclock. Typical case airflow should cool VRAM and VRMs well enough, but if you want good results with overclocking, it's definitely best to put some direct airflow on them.

I plan on doing a exhaust using the fan as pulling. but the main question is whats the difference between the different configurations? or is it negligible?

It depends a lot on individual setups but in general and usually, the air inside a case is warmer than the air outside a case. Warmer air going through a radiator means warmer water temps. If the air inside the case is 5C warmer than the outside air the water temps will be 5C higher. 10C and 10C etc.
