The issue is not slowness with a controller. You can increase the sensitivity quite a bit in Halo, for example. The issue is that a controller is an order of magnitude less precise than a mouse. Controller users would simply not be able to compete with those using a mouse, no matter what sensitivity they had...

I can play halo on 5 sensitivity, usually start off on 4 then move to 5 when i'm ready. Though even 5 isn't fast enough and going higher is hard for my big hands to keep up with. I also pretty much only play swat, so headshots only. If you know how to use a controller well, accuracy isn't that big of a problem other then when you start turning sensitivity past the point of your control. Though when it comes to halo I'm rarely under 3rd place at the end of the match.

M&K are still better though

The only reason accuracy isn't a problem for you on a controller is because there's auto aim.... take that off and you're not hitting anything reliably, regardless of sensitivity or skill.
