Seeking PC Tech Guru Advice

I have a very powerful system and I feel like it's under performing. I get under 200 fps in cs:go, i see it drop to 120, and sometimes even to 50 to the point where I can't play. I do not play on all high settings. Here is my specs

CPU = I7-4770k
mobo = asus z87 deluxe edition
gpu = 2 x asus gtx 780 (yes two of these bad boys)
ram = g skill 16gb
samsung ssd
windows 8

I got this built at canada computers, but I don't want to bring it there because they will take 1 week to fix it probably. I need someone, to go over what I need to do to fix this. I want to re-do everything from scratch, meaning, format hard drives, install windows, update/install latest drivers, update bios, make sure no extra bloatware in windows 8 so like help disable services etc.., I want to overclock this system but I am to scared to do it. I have no clue where to start. Please help me out...everyone I know pointed me to the overclock forums, I hear that the best of the best hang around these parts. Thank you kindly for whoever decides to help.

What power supply do you have, could be limiting your cards?

Is everything running stock clocks? what resolution are you playin at?

also are these the asus directCUII cards or the reference models? two non blower style cards could be increasing temps and making them throttle, if they are on the stock bios.

i dont know if everything is stock clocks, i didnt touch it so i guess so? i am playing on 1280*960 resolution. I have no idea if its directCUII, how can i find out?

i really am not tech savvy, i was hoping someone would PM me, and I can sort've deal with ONE person?.

We can guide you as to reformatting and installing windows, I promise that is not difficult at all.

As for overclocking I know there are guides, not sure if there is a haswell one on here yet, but someone else will have to chime in on that as I'm not that knowledgeable in overclocking much besides ram and gpu's.

With 2 780's you should be able to play everything on ultra, there's also the possibility your running a beta driver which could cause performance issues.

If your running 331.40 beta driver I would switch to 327.23 personally.

Might want to check event viewer as well just to make sure there's not any issues there.

if we post here, you can get more opinions!

Look inside your computer, are your two graphics cards a silver/black color scheme with the word "geforce gtx" glowing in green on the side? or are they red/black with two fans and it says "asus"?

Honestly you should just have someone remote in and help you out that way. That would be the quickest and most efficient way to resolve the issue.

The glowing green is good. Only difference between a 780 and any other brand 780 depending on model ( ACX, SC, etc) is cooling and overclocking.

like I said man...i will follow whatever steps...let you remote in...do whatever you want...i just want someone EXPERIENCED, that has done this 100 times in the past, i just need it to be a breeze. I know there's the right person somewhere. please PM me.

Edit : if someone can perhaps name me someones name i can try and reach ? any recommendations at all? known gurus? haha

Odd. A healthy and powerful machine like that should not drop that far in framerate except under either extreme load (impossible considering the age of the game) or with power saving features triggering for some reason.

Ok, before a full re-format and reload, I gotta learn how your machine is behaving, K? First, you are going to need the latest version of open hardware monitor
