Desktop wont recognized any Mass Storage Device

I have tried two different mass storage devices (both variations of a seagate goflex external) on my desktop, and neither will be recognized by the device manager, nor show up when I look in the partition manager. I have tried both on a different desktop, as well as both on a windows 8 tablet. Should have mentioned both desktops are running windows 7. But I have no clue where to go from here to get it to work. Any one able to help?

See if it appears in your BIOS? Is it only mass storage devices or all USB devices?

Thank you for your response. I am not at that computer currently so i am unable to verify if they are seen by the bios, but it seems to just be mass storage devices. My 16gb flash drive is seen just fine, and all my USB receivers and such are seen fine. Its my 500GB external HDD and my friends 1TB external HDD that seems to go unseen.
