Different rpm fans on pwm splitter - how much variance is ok?

I've read quite often that you should keep the rpms at around the same range. I'm just wondering how much of a difference is ok? 1300 and 1600, for example. Is 1300 and 2000 too far apart?

If you do have different rpm fans on a pwm splitter, which one should report rpms to the fan header, the higher rpm or lower?

Depends on how you are using them. I run TY-143 2500rpm fans on my CPU cooler and TY-140 1300rpm case fans all controlled by CPU fan header and it works great. I used to run FN053 1600rpm fans
Here's a list of rpms on same PWM setting:

Case fan speed veried a 100-150rpm depending on how clean filters were.
