I'm not sure I understanding what you are asking. If you mean connecting to a wifi network and then using a VPN to hide your traffic then no. If you mean can the phone connect to a wifi network using a VPN to connect to university services then yes you can do that. There just isn't a way to force a connection through a VPN.

Worth noting that 8.1 leaks/rumors (GDR3?) will add VPN support. Since Microsoft makes most of their money off enterprise customers, this makes sense.

I'd be surprised somewhat. Looking at the business site for windows phone they are really pushing to use IRM (information rights managment).but that is something small businesses wouldn't be able to implement. Then again they want to start blending all the windows os's more so VPN could easily slide in from that. Either way I would like it simply for web browsing on public wifi. Everything else is secure already.
