I dont think so. I think its getting more and more difficult to step down. That's why it's taken longer for AMD and Nvidia to bring out 20nm and why I believe Intel is doing a Haswell refresh (to delay the launch of 14nm). The rate, while i'm not certain, is growing exponentially to develop these smaller technologies.
Now, if there was more pressure on Nvidia from AMD in the PC enthusiast market, maybe we could see Maxwell early 2014. But I have a feeling it will take longer.
Besides, the good things about these refreshes are the price drops. 7970ghz editions are still 400$ here in Canada. They rarely drop prices according to the US market so when a new product comes out (even if it is a refresh), we get a better price. It might even better in foreign countries where they pay crazy prices like Australia or the UK.
