Check how much your hard disk is fraged, disable antivirus when playing game, check for spyware, set AA and AF in nvidia driver optimizaton to application controlled, or use your current and disable in game AA and AF.
I hope you used driver cleaner in safe mode when switching different driver versions because that might be why you are experiencing low fps.

why dont you try writing down the error(s) given in the BSOD and google it and find what the problem ACTUALLY is instead of just assuming its your vid card? who knows, perhaps its some other really stupid simple problem that you can fix with the snap of a finger.

Hmm, AGP slot should be fine, if you overclocked your CPU, lock your AGP to 66Mhz, otherwise set Auto. I believe it is mostly software problem rather then hardware, since your video card is working fine.

I defragged my hdd not long ago. could it be my AGP slot because my ati 9600xt was haing similar problems also and there realy isn't much change in the upgrade at this time.

i havn't touched my CPU is anyway. but ill try the driver now by uninstalling thru hardware devices, rebotting in safe mode removing any files with driver cleaner pro, restart and install the driver.

I doubt it can be you AGP, however I'm not sure how good AsRock of a brand really is. Again, check spyware/trojans/viruses/registry, it could be that just your windows is full of registry errors/spyware and other stuff...
High ping can cause low fps as well, try disabling both your antivirus and firewall, and see if that helps, and try to connect to servers that are closer to you.
If you are using Vsync, set your prerender limit to "1" instead of default "3".

I havent seen that you posted this...hmm your card is most likely overheating, and whatever program you are using is probably reading your temp. wrong. Have your case open while gaming, and after a good 20min. of doing some 3d stuff, touch your cooler on video card and see if is overheating. Basicly if you can't keep your finger on your cooler it means that it is overheating, resulting temperatures over 80c. Try not to touch any other part of your video card because of static electricity which might kill it. You could also go with AS5 (Artic Silver 5) which will dispense your heat better to your cooler, wich will probably decrease your temperature from 5 to 10c, which is a lot!
If your video card is running hot with case oppened, think how hot it runs while case is closed...you will have to clock down to speeds that can keep your video card under normal temperatures (<80c).

download and run atitool and run the artifact test while monitoring your temps the test places a load on your card so you can see weather or not it is stable plus you will find out you max temp
