I think that is pretty good, however it depends of what quality is your card as well as your Power Supply, since your other components seem fine, except maybe motherboard which I'm not sure if is good or not.

Anyways, try to find readings on your PSU (Power supply) for all rails (3.3v, 5v, 12v) and see how many Ampers it provides. If you could do this by tonight it would be cool because I'm going out of country for 2 weeks, then if not me I hope somebody else can help.

So anyways, find your readings on PowerSupply and post it here, and also find out if you have 128 or 256bit video card because that could be why you are getting low fps, ohh and how much video ram do you have on your card?

One more think, if you opened your comp and touched card while on heavy load and it is very hot, then it is most likely overheating and throttling.

OK my PSU readins are:

3.3v = 32A
5v = 32A
12V = 32A

Total power 485w

i have a 256bit card

Also another thing is, my AGP slot only supports 1.5v cards, im not sure if my card is 3.3v or 1.5v. if my card is 3.3 i may have damaged my mobo.

That is a pretty strong PSU, so you are all set with that.
256 is also good, however tell me how much memory your 7600 has.
Your card is 1.5v, you could try setting it to 1.6v to give a little more power to your video card, and increasing AGP frequency from 66 to 70, however this is risky and it could burn your video card.
I have mine on 1.6v/70mhz since I overclocked it heavy and needed that extra juice and it works fine.
Also I hope you have aftermarket cooler for all this tweaking.

Ohh and what are stock clocks for GPU/Memory, and how much did you overclock yours?

im on 256 video ram also, but i would be happy to purchase a new mobo. my current one was only about $40 - $50. i think that the mobo and power may be conflicting.

Maybe you could just flash your mobo and see if that improves things. It is actually recommended to use latest BIOS for better stability issue as well as gains in performance.
