Need help overclocking my p2 x4 965 c2 stepping

hello, recently I have been trying to overclock my phenom II but basically its stuck at 3,650mhz. any higher and its unstable. i am overclocking with FSB style overclock as the multiplier type overclock is so crap for the c2 chip and when i use only multi oc it doesnt even get stable at 3,600mhz. now it wont get stable at 3,700mhz, no matter how much voltage i put.

i can safely rule out that my ram frequency is my bottleneck, as i had it running at about 800mhz (ddr 400mhz) and the cpu still wasnt stable at 3,700

we can rule out ram voltage, i increased my ram voltage from 1.5 to 1.65 and its still not stable at 3.7

so all thats left is:

1. i need to up the fsb more and lower multi

2. lower fsb and up multi (although since i said the multi oc sucks on this chip, i highly doubt this will work)

3. lower cpu-nb frequency, its now running on about 1,960mhz

4. do something with the HT bus. its now set to "auto" in my bios as i dont know what to set it to, but my options are FSB x1-9. my FSB = 219 right now so with 1x multi my HT bus will equal 219 mhz.

1 other thing. temperature is also not my bottleneck. I have the cpu maintaining under 50C even with 100% load of prime 95. my power supply is also not the bottleneck, it is antec high current gamer 520W. my motherboard is crap, its the asrock 970de3/us3s with just lousy 4+2 phase and no heatsink on VRMS. maybe its the bottleneck?

The C2's I have had didn't normally get past 3.8 very easily. If I had to guess, yes the board is holding you back a little bit, but like I said, C2's don't have an awful lot of headroom beyond that anyway on normal cooling methods.
