I just bought a Powercolor 7990, since my solitary 560TI was getting old, and I seem to have a odd problem.
The second GPU on the card is pegged at 100%, and I don't really know why or how.
Nothing is running, and it has been confirmed with both GPUZ and afterburner. No overclocking has been applied, so I don't really know why it would act so weird.
The temps are 30C on GPU 1, and 60-62C on GPU2 which is pegged. GPU one is in the low power state, GPU2 is not.
What driver fixes this? 13.9 or 13.11 beta? I'm having a similar problem but with folding. Just upgraded to two gpu's and when running folding at home the second GPU just sits at 100% but does not increase in temp and power consumption falls in line with only 1 gpu. I'm currently running 13.9
I have already disabled ULPS and it solved the 2nd GPU sitting at 99% in crossfire mode while playing Tomb Raider.
To update, I used the beta of MSI afterburner to disable it, though for some reason now, load temps are higher on the second GPU.
At full fan in Kombustor, at 1.17 v, +20 power, and 1180mhz, the first gpu is at 60C, but the second gets to 67C or so. I'll have to clean up the cables or something...

I just bought it, and it seems stable. Did my usual run of crossfire enabled kombustor for 30min, at that was the result at those temps.
I have the "unofficial" 7990 wt the triple slot cooler, so that helps the temps.
My card is voltage locked at that voltage and though I am comfortable flashing the card, as I flashing it to the Devil 13 Bios already, I figure I will leave the voltage alone for now.
The VBE7 bios editor, by the way can change the tdp limit, as well as the voltage, if you are feeling ambitious.
Sure, when I get home. My case is a bit messy, but it is fully clean airflow wise. Deltas, yo.
UPDATE!
Ran it again, GPU 1 stayed at normal temps (60-65) but GPU2 SPIKED straite to 95C, which I than halted the test. I am going to reapply paste or atleast do something, because a 30-40C between GPUs is NOT normal.
