Question about Partition Restore to new HDD

I'm giving my dad a 2.5" 1TB HDD for his laptop to replace his current slow 500GB. My question is I want to clone his current windows 7 and restore to the new HDD, how can I do this without having to reinstall his OS

Disk 0 -> Partition 1: 179GB (Main windows) & Partition 2: 285GB Data Backup (AKA pictures, docs, music etc)

want to restore the Windows & Data partition to the new 1TB drive, than extend Data backup. What program do you guys recommend?

    First, of course, you'll need to be able to connect both drives to the (or another) computer at the same time.

    I have had success using Paragon Hard Disk Manager (a $49.95 program) to do exactly this.  It can clone and resize partitions just fine.  Certainly other people here should know of free software that can do the cloning part.  Then you could easily extend the last partition from Disk Management after the cloning is complete.

    P.S. This question should really go on the Hard Drives & Storage forum, where the appropriate experts frequent.
