I don't think the Brazilian government can charge a US citizen, but FedEx can(it's in the fine print when shipping overseas, and you agree to it by filling out the airway bill.)
Well it's not like they really investigate people (only badass criminals like heavy china/drug/weapon/medication importers and Al Capone-style smugglers and bandits), they just use sampling schemes through the large number of importation containers, it's not very likely they will tax eveyrone who doesn't declare the right value of their packages. It's a matter of luck really. lol
For years I keep asking eBay sellers to declare a lower value on the packages in order to ease taxing when stuff get here and they never managed to punish me in any way, since I don't really buy stuff I shouldn't nor I keep bringing large amounts of products for selling. There are some quite absurd importation laws in Brazil such as you're package isn't supposed to get taxed if it's under U$50.00 (product price + shipping) and it's for personal use and if it's coming from regular mail (USPS), but that limit falls down to U$10.00 (product price + shipping) if you're bringing it thorugh a private courier company (such as UPS/FedEx/DHL) - that's pretty much saying that if you're not buying a bag of candy with free shipping you will get taxed.
Since I have over 300+ points and they're 100% positive, most sellers always welcome my wishes and do what I ask them to. Last month I've bought myself an ASUS G75 which costed U$1.750, kindly asked the seller to declare a value of U$300.00 (for they would not know what hardware is inside the laptop without opening it and how much would it really cost), our customs taxed and charged me for U$180.00, if they got the price right it would be around U$1.050.
It's all about to know how to play the game, even though it's a mouse-and-cat game. :/
