Do you have any specific settings in mind? I tried disabling xHCI mode but that changed nothing. Another thing that fixes this problem is hitting apply in the catalyst drivers on the page that you set the resolution and refresh rate, but that only works for about twenty seconds before it returns. If Latencymon is scanning the problem never comes back unless I close it.
I tried to eliminate the GPU by uninstalling the drivers and using the integrated intel gpu and the problem remained.

In MMR it's quite clear that correct signal comes from mouse but something in the system doesn't allow to poll that fast. It looks like system buffers movement packets and releases them in longer intervals.
I would try to turn off all unnecessary programs and processes, then check again.
I tried that, got rid of the realtek audio drivers while disabling the chip in the bios, the AMD catalyst drivers and uninstalled my antivirus but nothing was changed.Edited by Derp - 10/18/13 at 3:33am
