Lets do this the easy way.
First you are referencing a review that came straight from amd when they are releasing a flagship card.
Second, Amd drivers are known to be.....questionable for lack of a better term. Drivers do not necessarily = higher frame rate.
Third, show me a game out now, that runs mantle and that we have fps and gameplay experience results that shows us all how great it is.
Fourth, the Lightnings and Classified do not come clocked at 1300+ GHz out of the box. Directly from MSI's website:
MSI: Core Clock Speed(MHz)980 (Boost Clock: 1033
Classified: 993 MHz Base Clock 1046 MHz Boost Clock
Sorry to be the voice of reason. And if the r290x does come priced at $650-750 range, it would be in tough waters, given that you can have a classified for $649-$699.

Anyone can OC anything. Doing so doesn't end any argument, & skews nearly any conversation. stock for stock is a good starting point. If u have to concede an argument by claiming an unfair OC rebuttal, then understand that could be card to do card stuff. not worth freckling urself ovr.
