Is my 120 mm fan working correctly?

Hello, I have this 120 mm case fan: http://aio.lv/en/pc-components/cooling/cooler-master-a12025-08cb-3bn-f1/

The problem is, that I can't feel the air coming out of it. I'm sure it's attached correctly. So how I can make sure, that my fan is working correctly? This is what Speed Fan shows at Idle:

P.S. Fan is connected to motherboard.

Yes, they are, but compared to my other fan, it looks like it's spining a little too slow. Which 120 mm fan you would recommend under 20 Lt from this site?
