Yes, anyone not using Vsync gets constant tearing. You may not notice it (some people don't) but it is still happening. Unless the GPU frame is synced to the monitor's refresh rate, you will not get a full frame on every monitor refresh. That's the 'sync' part of Vsync. With G-sync it is 'synced' to the GPU instead of an arbitrary time standard, and so you will not get tearing as long as you remain in an acceptable FPS band.
I can see tearing when it happens.. but how often does ur video cards frames drop so low that u get it..? If so, won't a better video card alleviate the(your) prob?
vs waiting for you card to slowly render a scene, so that your monitor can drop down to 30hz for a single few frames... Just so it can prevent a tear..?
If the GPU skipped frames and just rendered strait 60hz.. what do u loose? Anything that limits the info on my screen to 30hz is not helping me. How is a game smooth, if the actual display is being rendered anywhere from 30hz ~ 144hz, every other frame?
