Its not exactly rocket science. How old are you again ? I'll explain it like you were 10.
You gave an example, 200 fps from amd , 120 from nvidia with physx. You divide that by 3.3 and you get 60FPS from AMD and 36 from nvidia. (you will never get 200fps out of witcher 3 for example, thats why i reduced FPS, an enthusiast card will likely get 60fps with the game maxed out)
Do you prefer butter-smooth 60 FPS experience or choppy 35 fps with those superficial physx effects ? Is it clear enough for you, mr research ?

PhysX does not reduce performance as much as YOU think it does... Here is a quick bechmark i did on Metro LL with PhysX on and PhysX off.

You are not going from 120fps to 36 fps. I honestly don't know why you are dividing the numbers by 3.3. Do you know what performance witcher 3 will require? What do you mean you will never get 200fps out of a game like witcher 3? It is very possible if you have the hardware to back it up.
If my 770 SLI can run Crysis 3 at max settings x2 SMAA with conservative overclock at 82 FPS AVG, then Witcher 3 will also run just fine Crysis 3 First Mission Max settings X2 SMAA
